Environmental Strategies: Cost Effectiveness and Revenue Neutrality

There is not a shortage of environmental strategies around.  The problem is to find one that is cost effective and affordable.  This is a green strategy based on revenue-neutral taxation which could address global warming and other environmental issues.

While nobody likes taxes, it is appealing because overall taxation would not increase and it is essentially a free strategy.
